Where crews apply paints, coatings, herbicides or insecticides, OSHA 1926.51(f)(1) requires washing facilities, and 29 CFR 1910.141(d)(2) says those need soap and towels or a dryer. Hand sanitizer alone does not meet it, though a sanitizer station is a useful add-on.
